On Monday, July 15, Hennepin County will close the ramp from westbound I-494 to northbound France Avenue (County Road 17) in Bloomington. Traffic should follow the marked detour: west on I-494, north on Highway 100, east on 78th Street and 76th Street, to France Avenue. The ramp closure is expected to last through mid-September.
Additionally, all lanes of Minnesota Drive will close at the east side of France Avenue through September. Traffic should follow the marked detour: France Avenue, 76th Street, and Edinborough Way. There will be no access to/from Minnesota Drive on the east side of France Avenue. Access to/from Minnesota Drive on the west side of France Avenue will not be affected.
The right lane of northbound France Avenue remains closed between I-494 and 78th Street through September. Traffic can continue to use the through lane, as well as the left turn lane to 78th Street.
The closures are necessary so crews can reconstruct the ramp entrance and install new multi-use trails alongside France Avenue.
Please plan for delays and use an alternative route if possible.
About this project
Hennepin County is making safety and access improvements for people driving, walking and rolling on France Avenue (County Road 17) between American Boulevard in Bloomington and Parklawn Avenue in Edina. The planned improvements include:
- New pedestrian curb ramps that meet Americans with Disabilities Act (ADA) standards at intersections
- New Accessible Pedestrian Signals (APS) at intersections
- New flashing yellow left-turn arrow signals to improve safety and reduce traffic-flow delays at the Minnesota Drive intersection
- Improved design for Minnesota Drive at the France Avenue intersection
- New multi-use trails between the 78th Street/I-494 westbound exit ramp intersection and the 76th Street intersection
- Improved travel lane configurations to improve safety for people driving motorized vehicles on France Avenue
- New storm sewers in several areas to improve drainage
